Payment agreement. What should I fill in the VAT window?

As the title says, trying to fill in the business agreement, signing as person. I´m from sweden by the way. Is it the VAT tax rate 25% that should be filled in?

And also, since I as a seller pay for the VAT of the buyers country. Why does it matter what my VAT rate is?

For me, I live in France and VAT is 20% do I had put 20% in my payment agreement and it works so I guess yes put 25% in yours.
For the 2nd question idk
