PayPal Transfer fee more than the funds being transferred into my bank account (India)

Paypal is charging me ₹341 ($3.9) to transfer 3.48 dollars to my account. I thought they would only take a 3% cut from the amount being transferred to international accounts, this fee is fixed across transfers of any amount. Doesnt make any sense

Whatever currency you use, never transfer small amounts of money because those are the most expensive. That's the same with any payment service, any bank, anywhere in the world.
