i sold models last year but haven`t got paid yet

During the efforts to issue your payment, paypal has issued the Error code 3148: Receiver's address is in a non-receivable country or a PayPal zero country.

If you know your paypal can accept international payments, please contact paypal's support and they will help out fixing the issue.
