How to control discounts?

Hey guys, can someone explain to me how discounts really work?
I've seen setting in Discounts tab but...
1.) During sale-offs my different items have different discounts and I can't figure out who's one who decide how much I want to put discount on my own items! It says there "Adjust the maximum discount allowed you want to offer to your customers" and I've set 30% - some of my items now have 40% off right now. I've just sold one item with 40% discount that I haven't allowed.
2.) During regular-price days, some of my assets still remain with discount price. Why?
3.) Is it possible to set discounts for individual assets (like many other online stores). I don't want ALL MY ITEMS to be on discount at every sale-off.

1. Go to My Sales
2. Go to Discounts tab
3. Uncheck "I want to participate in all available programs"
