[Wildcat] tasks capacity limit and customer QA long delays stop you from working on other tasks?

So currently, if I'm correct, on wildcat there's a "capacity limit" on the number of active tasks you can have at any given point. Like right now I have 2 tasks that have been in customer QA, one of which has been there for a pretty long time. Tasks that are in QA obviously don't count as finished, so they still count as ongoing work, and hold a slot in your capacity limit, if I try to pick any other task while these 2 are being processed by customer QA, it won't allow me to do so, because apparently that's the limit? So if the QA process takes 2 months, you can't work for 2 months? I don't get how this can be good for anyone.
