I have a question about annual account payment fee for payoneer

I wonder that Payoneer will take a fee for account without card? I just earned 2.5 usd but Payoneer wants 30 usd

"You will only be charged if you have not had at least one transaction on your Payoneer account or Payoneer Card during the previous twelve months." I saw the warning at payments section. I mean Will I pay this fee If I do not get any card of Payoneer? I do not have enough money to pay fee on Payoneer account.

I guess if you register a credit card with them you won't have a problem. When you registered for an account with Payoneer, did you not read the contract and conditions?
