As far as I know, the best graphic tablet available for artists in the market is Wacom Cintiq 22 i. It has a built-in touch screen but it needs to be plugged into a computer in order for you to use it, it can get pretty expensive though and it's better to use a mouse and keyboard if you are doing CAD.
