The licensing information for both is pretty easy to find, making this calculation incredibly easy to do - which is why no one is doing it for you.
The other issue is comparing pre-built characters at $40 each to morph packs at $100 each - If you only need 6 characters, buying six characters is cheaper. If you need to generate thousands, even if you mix characters, you're going to get more mileage out of morph packs at creating unique looking individuals.
None of this is answerable by anyone but you, because no one else knows how you're wanting to use it.
