for this model i think you can print it with almost any printer
the only thing to focus is the 'overhang'
(where the the filament will drop into air)
like the hands, mouth , and back hair
you have to add support material for those areas
the shiny + smooth finish just like SuperCigale said :
bathing the object into vapor of acetone (acetone vapor bath)
no need to add support materials, the printer produces at the same time the supports and the model with a finest plastic layer, so it takes off easily

To print a model like Uncle Scrooge, it takes three hours.
the glossy effect is obtained with an acetone vapor bath.
just put a little acetone in a jar and heat, suspend the model in the vapors (without touching acetone) for one or two minutes
