You will get zero help posting on these forums about this. You need to email CGTrader directly. Start off by scrolling down to the bottom of this page and click on Help Centre. Read what they have to say about Protecting your IP rights etc, and once you have the info you need, email them directly at
support@cgtrader.com

PS. There is also the REPORT Button on every model page. Press that too. Clearly yours is 4 years older than the other one, so I can't see you having a problem. Note though, that doesn't necessarily mean they will ban them, or stop them creating a new account.
