In Payment Agreement, it is written that you have to wait until the site finishes processing payouts. What does this mean? Do I have to sell a model first or publish one first before I can sign the payment agreement? Thank you in advance!

No, it means that the website is currently giving money for those who sold models this months, just wait like 1 or 2 days and you'll be able to sign it ;)
