Why cant I put in my payment info

Why can't I put in my payment info it just keeps saying "We are currently processing payouts. Once done, you will be able to fill your payment agreement to start receiving your earned income" does anyone know the problem?:

Hi there,

Thanks for reaching out.

All payment agreement forms are temporarily locked for several days while we are processing royalty payments. It will be re-enabled on the 21st day of the month once the payments are made. Once they are done, you will be able to sign the payment agreement.
