I suppose you could post on the jobs section with a detailed description of your plan.
I also suggest reddit to find really skilled people.

I guess it depends on your budget. If you are just trying to build something without a budget putting it in the job section would be a mistake.

What kind of project are you looking to make? I am very good at finding good artists of all kinds to help. What is your budget? If you let me know I can point you in the right direction.
