If that's not one-off project, then consider of buying professional scanner. They are pretty expensive, but they should save you heaps of time, their learning curve is somewhat shallower than the likes of photogrametry and results are generally better.
Another option is to hire professionals who wood do scanning for you. That's the most expensive option, but results would be top notch.

Learn photogrammetry software, like 3DF Zephyr or Autodesk ReCap or similar free/paid editors.
Epic Games is also developing a program that I think will be very useful for your field of activity.

For animation and further work on the models obtained using the above software, you can use any editor that you like, from Blender to Cinema4D. You can also combine, for example, retopology in 3DCoat, animation in Cinema 4D. You may also be interested in the Isotropix Clarisse iFX and Clarisse BUiLDER software. It all depends on the scale of the planned work.
