If possible, I would rate this in the middle. The model quality is great, some topology that needs to be fixed if you're doing Sub-D but nothing major. My feedback would be that the naming convention needs to be improved. The material isn't named well, and the textures aren't named to match the material name, so you can't easily tell which texture set is used for which material.
