Are "negative payouts" like these actually a thing here?

Hello there,

Thanks for reaching out.

As you may know, every transaction is charged with payout fees. The amount of payout fee may vary based on your location. Fees are deducted from your next month revenue. E.g. payout fee of transaction made in April will be deducted from your revenue in May.
The transaction fees from your recently received payment were $0.23 which will be deducted from your next payment. Since your unpaid revenue at the moment is $0 - you see negative payout amount on payments information page.
