In this short tutorial, I will give you a run-down of how you can create those typical action backgrounds you see in anime. They are often used to: - Set Focus to specific movement - Slow down a shot - Isolate motion from the rest of the shot progressively - Simply enhance the feeling of an action This is very simple, so let's get into it! Remember though, this is for EEVEE.
This is the most important step of the process. Add a cylinder and keep it's ends open. Now, unwrap it using Cylinder Projection. See if it's needed to mark seams - if not, don't worry. Basically, you should see your cylinder fill the UV grid like a palisade fence!
Once unwrapped, close off the one end by scaling it to 0. This will give you a cone that you can manipulate.
Add two shape keys:
- Left - Right (-1 to 1)
- Top - Bottom (-1 to 1)
Make sure that your shape fills the camera so that you know how far this shape can be pushed. By doing only these two Shapekeys with their respective settings, you can place the focal point anywhere on the screen and even animate it.
Hint - for smooth shading to work, subdivide the 32step cylinder once or twice.
Add a new shader and add a noise texture to it. It's easier to just get my seamless noise texture or follow the video at the end of this typed out version. You can find my seamless noise texture on Blendswap:

Or, you can use a gradient to fade between versions of the noise texture to create a seamless feel. Both work fine!
Use a colorramp to sharpen the blob shapes it makes and stretch them using the mapping node. This gives you the length and the sharpness.
Finish this step, by animating it along the Y or X axis as you have prepared.
Color is simply a gradient you can overlay over, BUT, you can also add an opaque one to fade the lines from the inside to black. You do you for whatever it is you are wanting to achieve. As you can tell, it's fairly easy to make this sort of thing and you can flex it into any style, basically, so have at it!
I know it sounds really too easy, but that is really how simple this effect is! I do however recommend that if you wanna animate it to fit the action, you have to wait for the action until it has been established.
