The problem no matter if you print in 1/10, 1/12, 1/18, 1/24, 1/25 the tires will not fit over the wheels. It’s not just a tight fit it is impossible to but the tires on the wheels without spending time sanding the inside diameter of the tire to except the wheel. I contacted the designer with NO response. If I knew how much to reduce the rim size or how much to increase the tire size I think this would fix the problem. I should not have to take the model to Blender and change sizing for the model to fit together. Just beware.
