The World Nobles, also known as the Celestial Dragons (天竜人, Tenryūbito?, literally meaning Heavenly Dragon Folk), are the aristocratic descendants of nineteen of the First Twenty who established what is now known as the World Government.

Due to their actions and role, they are among the major overarching antagonists of the series. Many of the series' antagonists, including the Five Elders, Knights of God, Doflamingo, and Charlos, are all members of the World Nobles (or were, in the case of Doflamingo).
