Additional HDR files are separate files within the complete project, such as separate nebula HDR textures or starfield HDR textures.
You can use a bitmap editor for editing, such as Photoshop, Affinity Photo, or any other that supports 32-bit working space.
The Nebula file should be placed at the bottom of the layer stack, and the Stars files at the top, using the Add blend mode.
Now each layer can be edited separately, for example, exposure adjustments or color grading.
Export as HDR or EXR.
