The issue has been resolved by the development team.
Apparently there was a problem with accepted reduced price offers between buyer and seller being communicated from cgtrader to PayPal.
cgtrader listed the correct, newly reduced price, but this information was no longer being communicated properly to PayPal upon clicking the "Proceed to checkout" button on cgtrader.
Perhaps some of the coding was broken in the recent cart/ coupon functionality changes? Whatever the case was, they fixed it very quickly for me.
I was able to complete the transaction properly.
