Could technically 3D print a diving bell base with a trapped air bubble filtration system and internal elevators or just keep it fully internalized. international waters, international laws, fully private king of your own castle or even kingdom depending on size. or use it as a great marine observatory, or even a large telescope, using the water and the large lens shape together to get the highest zoom ever. just keep the lights off when shooting the sky during calm waters. multiple observatory decks and hotel cabins possible.
meeting rooms for international gatherings for peace or something. depending on the size we could have airports for planes or disc shaped crafts on all 4 corners of this submerged world. perhaps have an internal irrigation system, flora, fauna, freshest air and water possible. maybe some solar panels and an elevator shaft, for a surface entrance down to the base floor or lower observatory decks. perhaps an air vent and power and or even internet cables are possible to have. you could use the natural view of twinkling watery stars to the outside, or close it off entirely to present the inhabitants a completely different cosmology using flat screens or even a single central projector, or the exact same cosmology, in order to more easily be able to keep track of real time.
Or maybe a tiny house, private single family housing solution. Carbon neutral perhaps a pretty green solution. Get grass to grow on the base platform so we can get around a full circle bare foot fresh grassy floor. Some trees here and there… they f the dome shape was made of glass as well different properties could be given to it, maybe have tiny shards of mirror woven in the glass during the hardening. Giving us a nice shimmering effect inside, all from a single light source.
This shape could even be built on the water, and submerged later using the strength of compressed air. Depending on how complicated we want to make the base. A glass flat bottomed bottle shape would do the trick, no change in “gravity” experienced inside the base. If the top of the glass bottle was kept above the surface, it might be able to transport “natural” surface light down into the base, fully lighting it inside by scattering it once there. We could have an artificial new sea level inside the base as water is heavier than air, creating a inner beach type of setting.

7 central shafts - cylinders
elevator to the surface top observatory - central surface - 3 lower observatory decks - cabins/huts
outer rim can have landing pads for aerial motion inside the domed base. depending on scale.
solar panels protected inside the condensation rings, and up against the outside hull.
4 or more buoyancy balloons for keeping the base submerged to the ocean floor or not,for keeping a certain depth, and to balance the main equator of the base floor working area
4 or more rotor modules, allowing for a finer equatorial automated balance, or even transportation between ocean floor locations for different observations during different times.
under water acces via submarine, inner beach docking areassurface acces elevator, multiple observation top/mid/bottom docks, main base floor.

combine the properties of water, the domes translucent material and optical properties, the depth, the water and dome material acting like a great lense, can greatly enlarge our outview on the cosmos.greatly enlarge our magnification factors by using the water and lense shaped dome together.multiple telescopes could be set up and combined on the main working floor area, looking straight upthrough the oceanwater, to the night sky.
a private base or even kingdom in the Atlantic...
