As far as Unreal is concered, the FBX rigging is *very* broken due to "multiple roots found in the bone hierarchy". You'll need to go into blender and re-parent all the stray bones to the root for it to accept it, then re-export the FBX.
The model itself however once re-imported and the materials created looks much as expected.
