The Palace of Culture in Vanadzor was as a cultural center for nearby chemical plant workers in Soviet era. Nowadays the chemical plant is not working. The palace was named after Charles Aznavour (1924-2018), famous Armenian-French singer. The building is included in the Republic of Armenia's Historical and Cultural Monuments of Lori province. It has halls for concerts and other musical and theatrical performances.

Vanadzor is the 3rd largest city in Armenia, with approximately 75-80 thousand inhabitants. It was called Kirovakan until 1992, after S. M. Kirov. The name Kirovakan is popular even nowadays among population, more than 30 years after USSR dissolution.
