Blender 4.x + rigify 4
An indirect result from a freemissioned animated storyline.
Made specifically for Blender animating.

Upscaled textures synthetically (expect rough transitions on some areas of the skin) to 2k and 4k.
Rigged to blender's standard rigify 4 BUT w/o rigify's face rig only a combination of the original face rig.
Eye expressions are controlled by a 2d-controller. (Drives texture in shader nodes.)
Eyes can glow (drives emission in shader nodes for animations made within blender, not sure what would happen if exported).
Shapekeys to give subtle female/male body shapes and some light muscle toning (default at female).
1 rough bipedal running/jogging cycle as well.
1 pose (as seen in image) demonstrating the different controllers.
Though I've managed to make eyes movable on similar pokemons, I do not take the time, for now at least. (As you'd probably have to create a new eye texture.)
The same goes for making shiny transitions (might in the future, but you're free to beat me to it, all textures are available, see blender's shader editor with the eye.L or eye.R material opened for reference.).
Probably goes up on sketch whenever they allow blender 4 models.
