During World War II, government scientists developed a Super-Soldier formula using cellular samples taken from an alien corpse. They administer this formula, along with solar radiation, to a young man named Clark Kent. This combination of the formula and radiation grants Kent incredible powers, including superhuman strength, heat vision, and the ability to fly.

Jimmy Olsen, a reporter who sneaks into the Super-Soldier program's laboratory, makes a deal with the government: he will keep the project a secret in exchange for being named the official press flak for Super-Soldier.

Super-Soldier is joined by a sidekick, American Girl, for a brief period and becomes a member of the All-Star Winners Squadron. Clark Kent also develops a romantic interest in Lois Lane, but he is heartbroken when she marries the cold-hearted billionaire, Lex Luthor.

In Super-Soldier: Man of War #1, Clark is aided by Sgt. Rock, the Howling Commandos, Jimmy Olsen, and Agent Peggy as they fight against Major Zemo, a HYDRA operative secretly working for Lex Luthor, who is an ally of Adolf Hitler. According to Jimmy Olsen, Super-Soldier was close to ending the war alone until the rise of Luthor’s agent, Ultra-Metallo, in March 1942. Super-Soldier sacrifices himself in a final battle with Ultra-Metallo, sinking beneath the icy waters, with Jimmy Olsen as one of the few witnesses. Instead of reporting Super-Soldier’s death, Jimmy Olsen tells the world that the hero had retired, declaring the war won for America.
