Kamuri Minetaka (嶺髙 華武利, Minetaka Kamuri) is the leader of a mysterious organization.[1][2] He transforms into Kamen Rider Maou (仮面ライダーマオウ, Kamen Raidā Maō).

Kamuri is the leader of a group dedicated to defeating the Inexplicable, and has risen from slumber in the modern era, transcending 100 years. His goal to defeat the Inexplicable is the same as Sora Otosumi's, but Kamuri has sworn an irreconcilable sense of justice, which clashes fiercely with Sora. He transforms into Kamen Rider Maou in order to keep My-Th in check.

PortrayalKamuri Minetaka is portrayed by Keisuke Higashi (東 啓介, Higashi Keisuke).

EtymologyMaou is derived from Chinese word for Cat (Chinese: 猫 Māo), which is also Maou's motif. The name could be a corruption of the word Meow'.Maou and My-Th both make up the theme of Cat and mouseIcon-wikipedia, an idiom referring to a constantly shifting state of conflict between two parties which often end in an impasse or stalemate. Their motifs (Maou being the cat, and My-Th being the mouse) also are in reference to the idiom.
