The icy crystal look is dependent on the render engine. In Blender 4.2 EEVEE, turn on Raytracing in the render setting and Raytraced Transmission under the material setting. Also, make sure the Principled BSDF has the transmission weight set to 1.0. Alternatively, you can download a free PBR ice texture as a replacement.
The detailed sculpt of the fleshy part of the dragon foot is retained in the STL file and a separate BLEND file.
