Yes..wheels can rotate. Since youll just have to print the shaft or rod that is already included in the stls, then youll just have to insert the wheells in there, while the cover ate the ones locking in the wheels.. anyway. Youll eventually will understand it once you see the stls.. and for front mesile luncher, yes it also have included in the stls. Ill upload some image that its included..
