Mane, tail and eyelashes are made by Maya nHair so you would need that software to render the fur out.
The nHair is included in MAYA 2013 or higher
The OBJ and FBX formats don't include the nHair, but FBX format include the hair curves to be used as guides for a different Hair plugin if you wish.

RIG AND ANIMATION NOTES:
This model is rigged using ikHandles and NURBS primitive control objects with a bit of options like fetlock, toe roll and so (can be founded in channelbox). The rig in scalable. Control objects can be manipulated through the transform tools to achieve desired pose or animations.
